Tick the box for “unlock all base game factions” and you’re all set. Simply start the game and check the cog icon on the launcher. In Total War: Rome Remastered, you can have all playable factions unlocked from the get-go. The rest are either unlocked by defeating them during the campaign, editing a save file, or they’re simply unplayable. In the original Rome release, you could only pick from a handful of factions.
